Can 高 by itself ever mean 'happy'?
No. 高 on its own only means tall or high, never happy.
The happy word is 高兴, and there the 高 is welded to 兴. You cannot yank it out and reuse it as 'happy'. So 我很高 means 'I'm tall', full stop. If you actually want happy, say 我很高兴 or the casual 开心. Spotting a familiar character inside a bigger word is a trap, not a shortcut.

Why does 他高 sound weird but 他很高 sounds fine?
A bare 他高 sounds like half a sentence. Add 很 and it lands.
Chinese adjectives hate standing alone in a plain statement. 他高 makes the ear wait for a comparison that never comes. Drop in 很 and it reads as a normal description: 他很高. But the second you actually compare, that 很 vanishing act happens and you just say 他比我高.

Why does 'high price' turn into 价格高 and not 高价格?
Chinese trails the adjective. Say 价格高, never 高价格.
English glues 'high' in front of the noun. Chinese usually flips it: the thing comes first, the description trails. So you get 价格高 and 房租高. Bolting 高 on the front like English makes a stiff phrase no one says on the street. For daily talk, 太贵了 or 有点贵 sounds far more human.
