Why does 我八十岁了 mean 'I've turned eighty' while 我八十岁 just sounds like a flat fact?

了2 announces a new situation, not past time. 我八十岁了 means 'I'm eighty now.'

Drop 了 and you are just stating a number, like reading it off an ID card. Add 了 and you announce a fresh situation: something has changed and this is how it stands now. That is exactly why the old man introduces himself with 我八十岁了 instead of a bare number. English handles this with 'I've turned eighty' or 'I'm eighty now.' If 了 means the past, why do Chinese people say 明天我就二十岁了?

了2 is not a past-tense tag. It marks a change, and changes can happen tomorrow.

了2 does not care about clocks. It only cares that something is new or different from before. Tomorrow you turn twenty, so the situation changes, so 了 belongs at the end. Same logic when a bus pulls up or the sky turns dark. A time word like 昨天 or 明天 does not control 了 at all. That is the whole reason learners get burned: they treat 了 as 'past' and then wonder why 明天我就二十岁了 exists.

Why do you say 我八十岁了 but never 我是八十岁了?

是 only links two nouns. Ages and describing words never take it.

Use 是 to glue two nouns together, like 我是学生 or 这是我的书. Numbers and describing words skip it, because nothing is being equated to anything. 很忙 needs no 是, and neither does 八十岁. Once 了2 sits at the end, the sentence already says 'this is how it is now.' Adding 是 on top makes the whole thing sound like a stiff translation straight out of English.
