医生是哪里医生在哪里For a person's location, Chinese uses 在, not 是. 是哪里 can appear in 这是哪里？ or 你是哪里人？, but not for asking where a person is.

去在哪里去哪里 / 在哪里去 asks about a destination, while 在 asks about a location. Stacking them sounds like 'go at where' in English.
Why is 'Where is the doctor?
Use 在 for a person's location; 是 does not mean 'is located'.
English uses 'is' for both identity and location, so learners grab 是 by reflex. Chinese treats location as 'being at' a place, so it uses 在 before 哪里. Say 医生在哪里？ for 'Where is the doctor?' Use 医生是哪里？ only if you mean 'What is the doctor?' which is nonsense. Note: 这是哪里？ is fine because 是 there asks 'What place is this?'

What's the difference between 去哪里 and 在哪里?
去哪里 asks where you are going; 在哪里 asks where you are.
去 is an action verb: it asks about the destination you are heading toward. 在 is a location verb: it asks where someone or something currently is. So 你去哪里？ means 'Where are you going?', while 你在哪里？ means 'Where are you?'. Do not stack them into 你去在哪里？ because each verb already answers a different question.
