喂 is for phones, not for yelling at someone across the street.
喂 is the Chinese phone word. It means 'are you there?' or 'I'm listening.' Yelling 喂 at a friend across the street sounds like you are talking to a phone. For face-to-face, use their name or 哎. Example: 小王！ not 喂！小王！
