正在忙在忙 / 正忙着呢忙 is a feeling, not something you watch happen. 正在 wants a real unfolding action, so it lands awkwardly here.

Can I say 我不正在吃饭 for 'I'm not eating right now'?
No. Negating 'doing right now' uses 没在, and 正 quietly disappears.
Chinese shuts down an ongoing action with 没, never 不. So 'I'm not eating' is 我没在吃饭, and the 正 drops right out. Same for busy: 我没在忙. Think of 没 as your 'not happening' switch and 不 as the 'won't do it' switch.
