Can I just say 题 to mean 'question'?

No — it means 'sure' or 'no problem' when agreeing to a request.

没问题 is a green light: yes, I can do it; yes, that works. It answers a favor, a request, or a plan. It does not usually answer 谢谢. For thanks, use 没事 or 不客气. Saying 没问题 after 谢谢 sounds like you're still agreeing to do something, not waving off gratitude.
